According to Chris Paget, an Information Security expert, you need the following items to clone RFID cards (passport cards & drivers’ licenses):
  1. One unit of Motorola XR440 Fixed RFID Reader
  2. One unit of Motorola AN400 RFID Antenna
  3. One simple laptop (Windows of course)
  4. LAN/Ethernet cable (to connect laptop with the Motorola XR440 Fixed RFID Reader)

There’s one more thing you need before you can clone RFID cards, a super secret application that Chris Paget has programmed. Chris’s super secret software reportedly forces the Motorola XR440 Fixed RFID Reader to seek for RFID tags and records serial numbers. The software is currently not available but the good news is that Chris Paget will release the source code at ShmooCon 2009, an annual American East Coast hacker convention scheduled to take place later this week in Washington. Watch out for Chris’s software, I’m sure it will be available soon. ;)
