Yes, it is possible to do that since Google Chrome is an Open Source Browser Project and thanks to vhanla (don’t know his or her real name), we can now create and customize our very own Google Chrome themes!
All you need to do in order to create and customize Google Chrome themes is to download Chromium Theme Creator (available for Windows only).
Before you do that, you must download the following software first:
Take note that GoRC and ResHacker must be located in the same folder or directory with Chromium Theme Creator.
Chromium Theme Editor is still in Beta, so please expect a few bugs before proceeding. Happy creating and customizing Google Chrome themes!

Thanks, now i see there is no more the need to download those files separately, since all is in installation file. It helped me to make some themes, thanks vhanla whoever you are.
i keep learning about more and more advantages and features with Chrome, with privacy, for example; now if only they would take care of it's cookie management glitches...
